Elite specializations are new ways to play your class, they unlock a new weapon, new traits and a new mechanic, that's aprt of the horizontal progression of the game. Instead unlocking more and more levels, lvl 80 is the max always and you only unlock different ways to play, but with ~similar power.
No elite specs, but we will get a new weapon for each spec and Weaponmaster training, which means you can use every weapon your class has to offer on every spec.
